Can I Save My Action Plan Progress Before Submitting It to My Manager?

No special permission is required to save progress on an Action Plan created for you.
You don't have to finish an Action Plan in one sitting. Use the Save Progress button on the Action Plan to save your replies as you work through its Agenda Items. Hovering over the button will show how many required items you've answered.
Once you've answered all required Agenda Items, click on Submit for Review to send the Action Plan to your manager for approval.
