The AI: Skill Sharing: Can Share Skills with Anyone permission is required to share Skills with any user in your organization.
The AI: Skill Sharing: Can Share Skills for Subordinate Users permission is required to share Skills with your direct and skip-level reports.

Who Can Edit a Skill?
You can grant Skill editing permission to any of the employees below:
Same as users (this will be the same selection as the Who can use it field)
All org admins
Specific employees)
Grant Editing Permission When Creating a New Skill
Follow the steps for creating a custom Skill in Ambition.
Navigate to Sharing --> Who can edit it section and select which employee or group can edit the Skill.
Proceed with the Skill creation process.
Grant Editing Permission to an Existing Skill
Go to Hub --> Skills.
Click the ellipses icon next to the Skill which should have its editing access updated.
Go to Sharing --> Who can edit it and select a new editing access option.
Click on Preview & Save --> Confirm & Save.
